Given that communities like Cheyenne are reaping the benefits of a technology-focused economy, there is no reason to think the rest of the state could not get on board with that as well.Perhaps Mr. Mead s biggest proposal is to send 175 million to local communities. If this truly is intended as an investment in the infrastructure in cities, towns and counties, we are all for it.But the governor wants to designate only 60 percent of the money for one-time expenses. That means he will grow local governments hiring employees, paying for raises, launching programs not building streets, bridges and buildings.Because of that, Mr. Mead also will be putting the state on the hook for 70 million per biennium in recurring expenses to the localities. That is a recipe for crisis. Just ask the city of Cheyenne, which over-staffed in the early part of the last decade thanks to burgeoning state funds only to have to do layoffs when the Great Recession hit and revenues dipped.We also wonder why the governor has given up his push to rebuild the state s highways. Yes, a 10-cent-per gallon fuels tax was approved last session. But everyone including Mr. Mead knew its revenues would not even come close to meeting the demands of this most-essential bit of infrastructure. The governor recently said he wants to see how the gas tax does before recommending more road funds, but as he dithers, the system falls further behind.Here s hoping lawmakers follow Mr. Mead s lead and grab hold of the idea that there is more to running a state than stuffing its mattress. They should look to highways as well as localities and get moving on the State Capitol renovation. We also favor a new state office building rather than the proposed Herschler renovation.Wyoming must begin to re-invest in itself putting money in infrastructure, not recurring expenses rather than cowering in a corner for fear falling mineral prices might put the state in the poorhouse.Waiting longer to launch this process will only cost the state more in the long run.
