There has been talk about doing this for years. In fact, when the city launched its recycling program, it asked residents to put those bins in the streets. They didn t, but the city didn t push the issue.And then there is the problem of big trash trucks in too-small alleys: Many trucks and residents property have been damaged through the years.Most of the alleys in Cheyenne were built in the 1930s and 1940s, and they were not designed for modern trucks. Besides, these vehicles are so high, especially when picking up cans, that they can hit low-hanging power lines and trees.Let s face it, from a financial standpoint, the change makes sense. It is the responsibility of city officials to cut costs where they can. That 350,000 is not chump change.Problem was, both the mayor and Public Works forgot two words: customer service. By Wednesday, Mr. Kaysen had gotten the message. While these objectives are still important … we know that customer service is important, and we take that seriously, the mayor said in his release.The initial decision should not have been made by the mayor and Public Works alone. The City Council deserved a say, and so did residents. Their concerns about the elderly having to move cans, as well as some streets being unable to handle them, should have been heard well before the decision. It is clear that more analysis is needed to see where this will work and where it won t.The problem with Mr. Kaysen s news release on Wednesday is the word indefinitely. It would have been better had he said a decision would be made by, say, July 1. This mayor has a proven inability to make tough decisions. Witness his dillydallying over the downtown hole. Every day without a trash plan costs the taxpayers money.In the end, though, he made the right decision to postpone the changes until garbage pickup can be properly analyzed and debated.
