Perhaps filing suit against the federal Environmental Protection Agency over its proposed standards on coal-fired plants could have an effect, but that could be tied up in court for a decade or more. Meanwhile, the anti-coal drumbeat nationally and globally will grow.There's no question that coal has a future. The alternatives - wind energy, natural gas, hydropower - all have limitations in terms of producing enough electricity to meet power demands. They also cost more to produce, are less reliable and, right now, they're much less profitable than coal.Still, Washington Gov. Jay Inslee last month signed an executive order challenging that state's utilities to move away from coal to provide electricity. Mr. Inslee's state won't be the last one. So there is downward pressure on Wyoming's coal sales (and revenues) even as the mineral remains part of the national energy portfolio.What the next governor - whether it is incumbent Matt Mead or someone else - must focus on is how to move Wyoming's economy away from its dependence on coal. Pretending the status quo is going to hold or that Wyoming can turn the trend around all by itself are recipes for disaster.On one hand, lawmakers are right on this issue: building up the state's rainy-day account could soften the blow of coal's decline. But it does nothing to prepare Wyoming for a different future - and that future is closer than legislators might like to think. They need to not only save but also wisely invest to alter the state's fiscal portfolio. More on that in a moment.The world has changed. Cheap energy is no longer the highest priority of many Americans and certainly not globally. They want affordable energy, but they also want to combat climate change. (And whether Wyoming's leaders believe in that concept, the rest of the world, which uses this state's coal, does.)So while coal has a place at the table in the future, that place is going to be smaller than it has been. And it will keep shrinking as technological advances are made on the alternative energy front.The coal dilemma is a tremendous opportunity for the next governor of Wyoming. He or she could leave a lasting legacy if he or she could strike a proper balance between coal sales and a new Wyoming economy that makes its living on other sources of revenue, such as technology. Simply denying the anti-coal trend is not leadership. It is loser-ship.Here's what we would like to see from the next Wyoming governor's energy and related fiscal policies:1 - Research and development.Making coal cleaner is still a priority. Instead of constantly beefing up the rainy-day account, put more money into the University of Wyoming and into private firms to develop a cleaner-burning coal. Also, how about bringing uranium and nuclear power back into the discussion? Wyoming has the resource, and it has the open spaces that could safely support reactors and/or storage of waste. Use some state dollars to look into - and perhaps spur - this sector.2 - Invest in diversity.Target state funds into new economic segments that have longer-term viability. Some have coined the term "Silicon Prairie" to describe the new data centers and other technology start-ups popping up in Cheyenne and Laramie. Use Wyoming assets - low-cost electricity, an abundance of land, cool climate, the university - as well as cash from the rainy-day fund to grow the tech sector. And find similar sectors to invest funds into.3 - Use the anti-coal push to the state's advantage.California already wants to buy wind energy. Other surrounding states soon will be doing the same as EPA's rules hit. Turn Wyoming into the wind energy capital of the West and then sell that energy to the states that need it. Investments in infrastructure will be needed here. This, again, also might be a chance to push nuclear power. Something is going to have to fill the gap from a decline in coal energy output. Why not nuclear? If a country like France can safely and cleanly produce nearly all of its electricity from nuclear power with minimal waste, why- can't we?4 - Find ways to work with EPA rules and climate change rather than seeking to have a fight at every turn.Let's be honest, Wyoming needs to prepare for climate changes whether they are man-made or not. And some of these rules will protect one of the state's biggest economic assets - the outdoors. There has to be some middle ground here.While coal has a future in the Cowboy State, changes in demand are going to affect the state's future. A vision must be found to help Wyoming now and 20, 40 or 100 years down the road.
