Another candidate, Ibrahima Moctar Sarr, of the Alliance for Justice and Democracy/Movement for Renewal (AJD/MR), makes no apologies for standing. We also have our doubts about the transparency of this election, because the state-backed system in place is racist, feudal and endorses slavery, Moctar acknowledged. But we are going to compete all the same because it is necessary to play the political game, so at least we can hammer home our message at the national level. bottega veneta outlet When asked what bitter medicines people can expect from the Budget, Ms. Kochhar told PTI in an interview in Mumbai, I think there are some realities that neither the budget can ignore nor we can ignore. The issue: Absentee balloting begins Thursday in Wyoming. We believe: With more than one-third of Laramie County voters going to the polls to cast absentee ballots, the WTE offers its recommendations for the primary now.Tell us what you think: Contact us via email at .For the past 14 years, the WTE Editorial Board has released its primary and general election recommendations to readers just a few weeks before the general election. But voting habits have changed. The Laramie County clerk told us recently that 33 percent of voters cast their ballots absentee. In other words, as many as one out of every three voters have entered the polls before our recommendations hit the street.Because of that, we are changing our process this year. This morning, we are releasing our list of recommendations for the Aug. 19 primary. That is because absentee voting begins on Thursday, and we thought you might like our input.Unfortunately, we will not follow up this week with detailed editorials on the races and why we made our selections. Those will appear here starting on Aug. 3 and will run right up to the Sunday before the primary. The main reason for that delay is time. We simply have not had enough days since the conclusion of our interviews on June 27 to get those editorials completed. But reflected in today's list of recommendations are the yardsticks we use to measure the candidates. Those include:1 - Vision for the future.Have those seeking office thought about what they would like the city, county or state to look like in 10, 15 or 20 years? And what strategies might they employ to move things in that direction? For example, we asked many of the candidates what they think is needed to keep young professionals in Laramie County rather than seeing them work here and then live and play in northern Colorado. Surprisingly, few of those running for office had thought about that. Yet it is these young people - as well as those who grow up here and move away - who hold this area's future in their hands.2 - Support for economic development. Are the candidates committed to growing Cheyenne and Laramie County (and Wyoming)? And are they willing to use the tools that are available to make that happen, such as state and local grants and loans, to draw companies here?3 - Reform of the public schools.WTE readers know that education is an important issue for us. We are looking for candidates who want to reform the state's public schools, which are languishing in mediocrity. And no, we are not interested in platitudes about such things as the phony evils of the Common Core Standards or local control, which has created an uneven system that is not moving ahead. It is time to find new ways to do education, not simply tweak old ones.4 - Investment in ourselves. We believe that governments, both local and at the state level, should to be focused more on building for the future than in saving. The "save at all costs" mentality only leaves localities and the state falling further behind on such things as streets and highways while not creating the amenities necessary to attract and keep young workers and families as well as business and industry. If that includes maintaining - and even raising - taxes, so be it.5 - Pragmatism ahead of dogma. It is easy to chant mantras about "no new taxes" and local control of schools. Those concepts appeal to voters, but they are empty phrases. We want candidates who deal in realities and who have plans for how to make things happen. For example, if an office seeker believes in reducing the budget, where, exactly, will he or she make the cuts? If this person has not even looked at the spending plan, then their words are about sloganeering, not taking action.6 - Proper preparation.Too many candidates haven't even thought about the key concerns in their races and what the potential solutions might be. Others haven't bothered to attend meetings or review the agency's budget. And still others say that an issue, like education, is important to them, yet they haven't even thought about possible actions, solutions or trends. If the candidates can't be bothered to get ready for an interview, how well will they prepare when the governmental body they want to serve on meets? Some actually say they will form their positions once they get into office. But that is offering voters a pig in a poke. No thank you.7 - Government transparency. Are the candidates more worried about inconveniencing government officials than about the public having access to its documents or to meetings of those officials? If so, they need to reconsider their priorities.Of particular concern this election cycle has been the statewide trend to charge people to inspect records. Officials say someone should have to pay for staff time to access these records. But state law clearly says no charges can be assessed if a member of the public simply wants to see a document. Such lawbreaking should not be supported by those who are looking for the votes of the people. These are some of the issues that are important to the WTE Editorial Board. How candidates respond to questions about them plays a key role in our decision whether to recommend them to you, the voters. Here are our recommendations for the Aug. 19 primary: U.S. Senate, Republican: Mike Enzi U.S. Senate, Democrat: Charlie Hardy U.S House, Republican: Cynthia Lummis Governor, Republican: Matt Mead Secretary of State, Republican: Ed Murray State Treasurer, Republican: Mark Gordon Supt. of Public Instruction, Republican: No recommendation (WTE supports constitutional amendment to make the position appointed) State Senate District 5, Republican: Fred Emerich State House District 9, Republican: David Zwonitzer State House District 10, Republican: John Eklund State House District 42, Republican: Tom Jones State House District 43, Republican: Dan Zwonitzer Laramie County clerk, Republican: Debbye Lathrop Laramie County coroner, Republican: Charles Trimble Laramie County district attorney, Republican: Scott Homar Laramie County sheriff, Republican: Danny Glick Laramie County Commission, Republican (pick 3): Linda Health, Troy Thompson, Marc Woods Cheyenne City Council, Ward 1: Scott Roybal Cheyenne City Council, Ward 3: James Seaton hogan outlet “The US increase in supply is a very meaningful chunk of oil,” Francisco <br />
