Just off Beltway exit 27, you ll find the Hampton National Historic Site (535 Hampton Lane, Towson; 410-823-1309). When completed in 1790, the Georgian mansion was the largest private residence in the United States. Capt. Charles Ridgely, a former governor of Maryland, and six generations of his family lived there until the estate was donated to the National Park Service in 1948. More than 350 slaves lived there, too, making Hampton a focal point in African-American history. michael kors purses cheap Around the Network Local Partners LATEST DEALS AND OFFERS WIN Free Fuel $1,000 Fuel Gift Cards to be won Win a NZ Holiday! Apartment hunters don't have to settle for the terms laid out by a would-be landlord. jordan retro 5 The city of Cheyenne s Planning Department wants massive fee increases to recoup expenses for services. But opposition from the local business community caused the City Council to wisely delay action on the plan last Monday to let Planning come up with some alternatives. The best option? Slow down! Certainly fees should be hiked, but not at the rates proposed.Planning director Matt Ashby says fees have not been raised since 1993. That means the city now is recovering only 20-25 percent of its costs per development through existing charges for such services as annexation requests, site plan reviews and zoning changes.Mr. Ashby also cites a study done in 2013 that shows Cheyenne is far behind other cities in the region in the amount of fees developers pay.It is hard to fathom why fees have not been raised in 21 years. Especially when the city is recouping so little of its costs. While we have no problem with city subsidizing developments to promote growth, covering 75 percent of the planning costs is improper.Problem is, the city now wants to make up for all the lost years by jacking up fees by as much as 400 percent in some cases. Talk about scaring developers to locations outside of city limits.Greater Cheyenne Chamber of Commerce President Dale Steenbergen was right to object to the move last week. He can clearly see the implications for the city, even if the Planning Department is blind to them.Indeed, it is that attitude that has local business leaders expressing frustration with the Kaysen administration and particularly its Planning Department. The Chamber s recently released Building Cheyenne s Future strategy document is brimming with that dissatisfaction.Several members spoke to us recently about developers who have moved projects outside of the city because of the high costs associated with setting up in Cheyenne. They shared horror stories of city personnel not working together, different requirements being imposed by different building inspectors based on each one s interpretation of the rules and large additional fees.Perhaps this proposal to send fees skyrocketing might spark business leaders to finally speak out publicly against Planning Department delays and the lack of leadership from Mayor Rick Kaysen. It is clear that some city personnel lack flexibility and common sense when dealing with developers. Solving these issues is the least that the mayor and his staff can do now in return for increased fees.It is clear these fees need to go up. But we agree with Brad Emmons of AVI Engineering who suggests the city roll out the increases slowly over a period of time to avoid sticker shock. A three-year schedule certainly would ease the pain for developers while also stopping the bleeding at City Hall. Meanwhile, the council might look at a policy of annual increases in these fees to prevent a bombshell like this from dropping again. We agree that these fees should go up so the city can recoup its costs. But the increases should be implemented in steps. And the pain from these hikes can be eased by city staff learning to treat developers like customers, rather than as underlings to bully and push around. c michael kors tote

Following three years of negotiations to establish a unitization agreement to open joint fields, the agreement is expected to be signed within 6 months. The issue: The city under-budgeted for firefighters raises, and it now has to make up the difference. Mayor Rick Kaysen is considering filling the gap with temporary funds. We believe: Temporary funds are a temporary solution and should never cover recurring expenses. It is the mayor s job to find permanent funding for these permanent costs.Tell us what you think: Contact us via email at .What s the price of missing a deadline? Firefighters in Cheyenne are finding that out after their union was a week late submitting paperwork to enter into collective bargaining this year to negotiate raises with the city. That missed deadline could cost firefighters several thousands of dollars. We were not surprised when Cheyenne Mayor Rick Kaysen pointed out that the firefighters union, the International Association of Fire Fighters Local 279, had missed the deadline to negotiate and thus the city would probably not enter into collective bargaining this year. The union has pleaded with the city ever since to waive the deadline, to no avail. The contentious relationship between the two sides through the years certainly played a part in the city s decision. Firefighters are the only unionized employees of the city, and the sides have fought over higher pay and benefits seemingly every year.Last year, the union won a lawsuit against the city when the Wyoming Supreme Court ruled that a quorum of the council must negotiate with the union, not just the mayor and one member of the council. An arbitrator has been brought in countless times through the years after bargaining failed.Firefighters are now forced to work under last year s contract, and they may want to consider electing new leadership, as there is no excuse for missing such an important deadline. But what concerns us the most is how the city is going to pay for firefighters raises from last year. The city budgeted for pay hikes of 2.25 percent last year, but an arbitrator awarded firefighters a 4.5 percent raise. The city is looking for funds to make up that 140,000 difference. What it has come up with so far is simply unacceptable. Once again, Mayor Rick Kaysen and some on the council are looking to fill the gap with temporary funds. That s ludicrous! You should never cover recurring expenses with temporary funds. It s bad business to kick the can down the road instead of creating a long-term solution to the problem. One suggestion at the last Finance Committee meeting was to use money set aside in 2012 to buy the hole in downtown. That land was bought by the Children s Museum, so the city won t need to spend the money. Thankfully, the committee recognized the lunacy in using temporary funds to pay for permanent raises and voted down the idea. Now, city treasurer Lois Huff, no doubt at the mayor s behest, wants to use city reserves or dollars from sales tax revenue, which is up this year. Both ideas should be non-starters, since they also are not recurring sources of revenue. What happens when sales taxes are lower next year?Permanent costs demand permanent funding, and it s the mayor s job to find sources to pay for them. The City Council must keep sending him back to his budget until he finds the money from operating funds. This is especially important since talks about next year s budget are about to get underway. Mr. Kaysen has regularly tried to misuse one-time funds to fill his budget holes. If the council shows no backbone now, it will only encourage this budget chicanery to continue. cheap toms online store
For free daily digest subscription:
