CHEYENNE - It's a question that many people worry about: Do I have enough money saved up for a rainy day?Governments have the same concerns. But instead of savings accounts, they squirrel money away in reserve funds.The city of Cheyenne currently has about 6.2 million in general fund reserves.That sounds like a lot of money. But is it enough to keep the city operating in the event of a major catastrophe or natural disaster? If the large funnel cloud spotted west of the city a week and a half ago had touched down and ripped through town, would the city be in a position to pick up the pieces?Some city officials say the answer to that question is no."Through several (mayoral) administrations, I've been concerned about the level of our reserves," Cheyenne City Councilman Jim Brown said."What if we do have a natural disaster? We need to have enough in reserves to kick in and keep things running before federal or state aid arrives. And that aid could take weeks to get here."Brown added, "Six million (dollars) could be enough, but there is a good chance it isn't. We could spend a couple million dollars real quick."City Treasurer Lois Huff said in the case of disasters, "reserves are there to help pay the bills until the insurance check comes in."Reserves can also be used to fund large, unexpected projects; however, this kind of use is relatively rare.In 2004, the city used about 2.76 million in reserve funds to buy a portion of the Belvoir Ranch. That would be a modest 300,000 added to the reserves."But we are dealing with limited resources on the financial side."Kaysen said one of the most effective ways to build the reserve fund is to "control the budget a lot on the expenditure side."The city's 2015 fiscal year budget aims to cut expenditures by about 8 million from the 2014 budget.While administration officials say the city is moving in the right direction, the reserve fund is still in a bit of a precarious position, according to some council members.In 2005, the City Council passed a resolution requiring the city to strive to maintain a minimum of 6 million in its reserve fund.However, that amount would only keep the city government humming along for about 45 days.Huff said the Government Finance Officers Association, which is made up of 18,000 government finance employees across the United States and Canada, recommends that cities maintain at least a 60-day reserve.In 2012, Brown said he worked with Kaysen and city staff to draft a resolution that would require the city to maintain a 60-day reserve, which would bump the total amount of the fund to about 8.4 million."I thought that was going to go somewhere, but then new council members were elected and it was kind of set aside," Brown said.Allen, along with Councilman Dicky Shanor, appears poised to pick up where Brown left off several years ago."I have had issues with the level of reserves since I took office," Allen said."We don't have enough reserves. Six million dollars doesn't go as far as it did 10 years ago.
