Property owners are opted out until they choose to take advantage of the NHA resources.Many will disagree with my description of a NHA; that is fine and healthy. But realize this: Nobody, absolutely nobody who participated ever envisioned the NHA as a means to weaken the rights of private property owners. I welcome the discussion from those who believe a NHA could have unintended consequences. The conservation organizations active in the Gates effort are missioned to conserve the function of the land.
