But the filing fee itself could come from virtually anywhere, without providing any real information about who's really behind the business or whether it's legitimate.The solution, Stith said, is to require businesses to disclose their ownership, which he said shouldn't require any additional expenditure of state funds."If you have companies that are engaging in bad things, they will self-select out," he said.Murray agreed that commercial fraud was the No. 1 issue facing the Secretary of State's Office, but he urged a more direct approach to the issue."One of the urgencies I see is (the need) to take a bold approach to investigating and identifying possible fraud, then taking steps with other enforcement agencies to get these crooks out of the system," Murray said.He also called for more local control over infrastructure and business grants given out by the State Loan and Investment Board."Whether it's public infrastructure, main street beautification (or) senior housing, I believe in local control and an opportunity to let local leaders identify those matters that are important in their communities and then supporting that with our Wyoming wealth," Murray said.Buchanan, meanwhile, emphasized the need to educate the public on the rulemaking process surrounding business regulations."We need to have a rulemaking process that folks can be involved in, that's accessible and that they're educated about," Buchanan said.
