But is it enough to keep the city operating in the event of a major catastrophe or natural disaster? If the large funnel cloud spotted west of the city a week and a half ago had touched down and ripped through town, would the city be in a position to pick up the pieces?Some city officials say the answer to that question is no."Through several (mayoral) administrations, I've been concerned about the level of our reserves," Cheyenne City Councilman Jim Brown said."What if we do have a natural disaster? We need to have enough in reserves to kick in and keep things running before federal or state aid arrives. And that aid could take weeks to get here."Brown added, "Six million (dollars) could be enough, but there is a good chance it isn't. Six million dollars doesn't go as far as it did 10 years ago.
