NHA meeting in Eads revealed that she and others from NPS had been working on this for 10 years on our own time on weekends and evenings. Furthermore, Ms. Hensley claims that Nothing is farther from the truth! in reference to our proof that this proposal came from top-down as well as the fact that a NHA could diminish private property rights. If she truly attended our meetings she would have heard about the Wheeling NHA, Blackstone River Valley National Heritage Corridor, Essex NHA, Blackstone River Valley National Heritage Corridor, and the Journey Through Hallowed Ground NHA which represent examples where local zoning law and land use policies were changed to accommodate the Management Plan, negatively impacting private property rights. Additionally, the NPS confesses in regards to another program of the NPS, National Natural Landmarks (NNL), that The federal action of designation imposes no new land use restrictions . . . It is conceivable that State or local governments on their own volition could initiate regulations or zoning that might apply to a NNL. Some states require planners to ascertain the location of NNLs and consider potential impacts from proposed projects. Funny, however, that the NPS does not state that this possibility also applies to NHAs, when it could most certainly happen. As one member commented, any trickle down or negative side-effect of our fight against this NHA proposal is directly the fault of those who brought this federal program to our private property without our knowledge. We are not shocked that those with a different opinion on a NHA would seek to discredit and ridicule us.
